Smiling, Celestia continued to walk all the way in. She noticed T'Sar standing, noticed Jacklyn start to sit then stand back up. She already guessed Miss Cummings action had been due to nervousness. Celestia had been a junior officer before; not to mention if the young woman were to think Arthur attractive, that would make Jacklyn even more nervous. Best focus on the briefing. Celestia thought as she took her seat.
"What are we waiting for?"
Um...you. Celestia replied internally with an internal giggle.
"She had big news and an equally big task for us. Ladies and gentlemen: the Rathren have applied to join the Federation. It's up to us to gather information while the ladies and gentlemen of the Federation Council debate on the practicalities of expanding through a wormhole."
Well, If that didn't beat all! The Rathren applying for Federation membership. They must have made a better impression than she thought. But what was there to think about? Hadn't the USS Orion noted that the Rathren had been to Federation space before...or something like that? So, what was the big deal? Starfleet had sent the Orion out to the Delta Quadrant to find or make a stable gateway, Delta One is a Federation space station...
"What more information could we possibly gather?" It seemed like a legitimate question at the time. "Shouldn't the Federation have our reports, and the Orions' reports already? And correct me if I'm wrong, but doesn't the council generally meet with the planet in questions council?"
Wait. "Don't tell me," Celestia lightly lifted her fingers up from the table, letting the bottom of her palms rest on the edge. "they're going to do that through us."

"T'Sar!" said Art when his Chief of Operations came into Ops. "Just the man I was looking for. How are you today?
“I am fine, Commander,” T’Sar replied, nodding his head. Gratified, T’Sar had respected his Commander not asking about his two weeks of shedding.
You don't want that, do you, Celeste?" he asked, then followed her into the room, staying close.
T’Sar over heard that because as a Caitain he had good hearing. The black Caitian was curious what was that was about. But, he had to let it go because the meeting they are about to have with Commander Ashbury.
I'll try again first, thank you, T'Sar. Hello? Come in you two," he asked again. Then he faintly heard something that was almost inaudible over the comm. "Who's that?" he asked. "Speak clearly now." Again, an inaudible and incomprehensible reply. "Might want to check that comm system, T'Sar, after we're done in the Observation Lounge," he told the Caitian.
Listening to the low sound, the communication was on the fritz. He twitched his tail because he was not happy. Not sure if this will make him look bad or not. The Chief of Operation did not want to look bad on the first months.
Mind your manners, T’Sar was thinking as Cummings was staring at him. It was perfect timing as the Commander came in to speak to them.
Was the Lieutenant grade looking at me again? the Caitian was thinking to himself. Every time she was looking, he would shoot her a look. It was a warning to her. She needed to learn not to stare.
"What are we waiting for?"
Looking at the Commander, the Caitain was waiting for the Commander to tell them to sit. That’s when Cumming was confused. She could be nervous because the black Caitain was something she was not used to see. Was she superstitious and thinking he was bad luck because he was black. Maybe Cummings was not used to be in a room with senior officers. Well, there was a first time for everything.
You'll be glad to know that the Admiral is in good health and enjoyment of coffee, as always. She had big news and an equally big task for us. Did he said gain more information? T’Sar thought. It was a bit different out of the ordinary. Admiral Janeway could have her own way of to do things? She was the Admiral. She had given her orders. It was weird, that’s what it was.
T’Sar was nodding his head and his tail waved happily because it seemed it was in their hands to do more work. He took a deep breath, looking back to the Commander as he gave a satisfied purr.
T’Sar’s attention had gone to the XO.

The XO did have a point there. T’Sar kept turned his eyes to the Commander.

After a look from T'Sar, Jacklyn's blue eyes darted down and away. She hadn't realized she had been staring at him until he gave her that look, which truth be told scared her just a little bit. She also felt a bit guilty about the comm. She was an engineer after all, filling in for the chief. Thank God Commander Ashbury and Lieutenant Commander Milos walked in when they did.
That was when Jacklyn sat back down in the chair fully. She listened carefully as Commander Ashbury spoke, as not to miss anything important. So the Federation was getting new members? What did that have to do with them though? Jacklyn also listened to Lieutenant Commander Milos. That was an interesting point. One Jacklyn didn't even think of.
"Why does the Federation feel iffy about it, sir? This station was built in the Delta Quadrant via bringing parts through the wormhole." Jacklyn inquired and stated rather softly.

T’Sar yellow eyes looked around the other officers as each one asked questions. It was like one of those scenes in an episode where there need some explanation on what’s going on.
“I need a bit help here,” T’Sar said. His eyes looked at the Commander, all the way down to the lowest rank and back to the commander. “It could be a possibility we came to their space accidently,” he wasn’t sure was answering the question. The beginning of the Starbase being built was a blur to the Caitian’s memory. He held on asking questions because there were enough questions on the table all ready.

Arthur thought the answers to the questions were self-evident, but apparently not very much so for his crew. He didn't let that show. "Valid questions, I must admit," he said. "We are ordered to work with Guide Yenos and Elder S'bos to gather information on whether they meet the entry requirements for the Federation. While I think that should be easy, it is a lot of paperwork they want us to do." He spoke with a little bit disdain for the bureaucracy involved.
"As for your question, Jacklyn," he said, using Lieutenant Cummings' first name as he would with much of his senior staff. "I cannot claim to be privy to the thoughts of the ladies and gentlemen of the Council, but I do think that you've unknowingly hit the nail on the head. We've only built this space station in borrowed space, piece-by-piece, so we cannot defend our space. Besides, there's probably some kind of treaty that might pose legal problems, you know how it is." He started smiling. "Although from what Admiral Janeway told me, the prevailing mood is in favour."

T’Sar was listening. He was not sure he wanted to speak up, but, he decided to figure the Commander was thinking the same thing as the commander’s staff. No, that was not a proper to think that. The Caitian just could not assume that the Commander knew what he was thinking.
The black fur Caitian sniffed the air as his long tail was waving slowly as he was making a decision.
“Sir,” he said. T’Sar was not sure he wanted to use the Commander’s first name as he was using on his staff. “It is their space. I find it weird, if you know. I don’t trust them. I needed to share my opinion.” He purred in satisfaction.

I always thought the Federation council worked with whoever to see if entry requirements are met. Jacklyn thought to herself as she started to fidget with her fingers after lacing her hands in her lap. Things just seemed a little weird; then again, Jacklyn was no expert on new members being accepted into the Federation. She was just an engineer.
Jacklyn was just a bit surprised or startled when Commander Ashbury had used her first name. Had she done something wrong? She had heard that the commander was a tad lax with protocol. But... well, she hadn't been expecting. Though she was relieved when he told her that she unknowingly hit the nail on the head. That made her smile some. Not her best; kinda on the small week side, but still a smile.
Then T'Sar said he didn't trust them. Personally Jacklyn found that a little bit odd. Then again, that was just her. She has been known at times to trust a bit too easily.

Okay. Celestia knew where this was going now; at least if she remembered her history correctly. Legal problems... Regulations are getting in the way again. Celestia thought as she remembered a Starfleet regulation. Not word for word, but things were falling into place now. Fact is to make this space theirs they needed the Rathren as members.
That way that one regulation would not be broken, and no other species could come by and claim it as their own. This was not like Deep Space Nine: There was no moving Delta One to a different area of space, well they could, but it would not make any sense. T'Sar then brought up that he didn't trust them. That was understandable, seeing as how the Rathren spoke very differently than other species they had come across, but it seemed to be more than that.
"May I ask why you don't trust them?"

“How do we know they are using us to hide from an enemy?" T’Sar replied. He just found it weird that they are able settle in Rathren’ territory. “We do need to keep our guard up.” His eyes looked around at them. “And I am sorry for being untrusting to them.” He looked at Cummings because she was related to them.

"T'Sar," Art said gently. "From all indications we've been receiving since the Orion first encountered them, the Rathren are a peaceful, agreeable people. We've been helping eachother ever since. I think we need to worry more about Romulans showing up here than the Rathren double-crossing us." He wasn't worried at all, and he had chosen the patently ridiculous example of Romulans showing up in the Delta Quadrant to tell them how. After all, they'd have their hands full giving Starfleet trouble on the neutral zone.
"So, let's get to work on getting the Station ship-shape before Guide Yenos returns with the Rathren delegation, shall we?" he said. "Let's go." With that, the briefing was over and Commander Ashbury returned to Ops. He wasn't planning on staying there for long: he'd go have a walk around the Station as soon as possible, see how things were going.

Since there was apparently nothing else, Celestia got up from her chair and exited the room. The briefing had went over fairly well, but that Romulan reference almost made her giggle. At least she didn't. But something inside of her said to watch out for trouble. Perhaps it was just her, but it seemed as if almost every time the Federation was in a progressive state they would encounter some opposition from an outside force: species or unknown anomalies.
Something else did come to mind. "You still planning on moving in on my territory, and hunting down our missing senior officers?" Well technically that was Celestia's territory. It came with the job of first officer, but Arthur was still privy to it. "Or would you rather prepare for paperwork?"

Art grinned. "I'm sorry I infringed upon your territory, Celeste," he said. "Go ahead and give them some trouble for me." He knew she was fully capable of that, and trusted her perhaps more than anyone else on the Station. "I think I'll stick with the paperwork. It is part of my job, after all and it doesn't talk back."

I was glad the meeting was over because I wanted to go see what was wrong with communications. It seems this base still had technical bugs that needed to be ironed out. As he was walking by, he heard Milos giggling as she was talking to Ashbury. He wished he did not hear what he heard about territory.
“Excuse me,” he said as he exited. He was off to his station. There was work to be done.

Well, it was over. Jacklyn was the last one to leave the briefing room. Hopefully she would not have to go through that experience again. It had been kind of scary. Jacklyn much preferred to work under people, and she personally didn't think she was the right person to take over for the chief while he was sick. Orders were order though.
When T'Sar left she suspected that he was going to check on the comm system. Either way it didn't matter; Jacklyn had to brief their chief on what had been said in the briefing so he would not be out of the loop upon his return to duty. Then she heard the word 'trouble'. Her blue eyes looked to her commanding officer. "Sir," Jacklyn said timidly. "um, are you expecting us to get trouble, sir?"
Her obvious nervousness just talking to Commander Ashbury had showed through when she said sir twice. Not to mention her soft voice, and fidgety right hand that was behind her back.

Lieutenant Cummings approached Art after the briefing, quite unexpectedly, as he was sitting in the chair at the Command table in Ops, and was just about to put his feet carefreely on the table again in a moment of relaxation. He decided against it, and even jumped a little at hearing Jacklyn's somewhat timid question.
"Sir, um, are you expecting us to get trouble, sir?"
Arthur didn't really know what to say to that, so he stalled by saying something he meant to say. "If calling me 'sir' makes you uncomfortable, Jacklyn," he said kindly, with a charming smile. "You may call me Arthur, if you like. Don't let Starfleet Command hear it, though." He hoped that would put the nervous young women more at ease in dealing with him. He thought for a while on what to say. One never could assume too much about getting trouble, but to say so would probably unnerve Jacklyn even more, so Arthur settled with: there isn't going to be any trouble.
"Don't worry, there isn't...," he started reassuringly, but then something came up. The officer at Ops, Ensign Fielding, interrupted him in midsentence. "Commander, it seems there's a spot of...," he began. Arthur decided to return the favour. "Trouble?" he said, with a raised eyebrow and a grin. "Yes, sir," said the Ensign. "The docking piers have unaccountably gone into Security Lockdown. Traders putting in for resupplying their vessels are not amused, sir." "What?" he pushed his commbadge, trying to contact Magnus. "Magnus? Magnus? Did you order a Pier Security Lockdown?" But the comm system still wasn't working.
I hope T'Sar finishes his job before we run into more trouble! Frantically, Arthur got up out of his chair and stormed down to the Turbolift. "Jacklyn," he said, taking the Engineer's hands. "I believe we've got need of your skills, if this hasn't been the result of Magnus's eye malfunctioning and him misreading a report."
