History:
Born on Betazed he is the son of a mismatched couple. His father was a shop keeper and his mother a historian. he was born while she was researching the history of the Betazed houses and the culture of how they came to power. They returned to Earth when he was ten, so his mother could write her books in peace and his father could reopen the family store in a small town named Stillwater, Pennsylvania. His mother became ill and died when he was a teenager, at which time he lied about his age, used forged documents and joined the ranks of the enlisted among the starfleet security detail.
Background:
Enlisted in Starfleet security to train as an emergency responder. Transfered to combat specific training during the Dominion Wars. Transfered back to Starfleet Security to conduct criminal investigations.
Enrolled in Starfleet Academy, married his long time girlfriend and they had a daughter together.
Upon graduation assigned to Starfleet Intelligence Internal Affairs to conduct investigations into rumors of the Maquis infiltrating Starfleet ranks.
After the conflict he was reassigned to Starfleet Intelligence at Starfleet HQ in San Fransisco as an analyst.

Enlisted in starfleet security, earned the equivalent of a diploma and transferred to investigations where he took college level classes in forensic sciences and criminal justice within the federation, He later returned to the academy to take Operations and Management courses. Attended starfleet academy and upon graduation was assigned to Starfleet Intelligence where he oversaw Starfleet Security criminal investigations until he transferred to internal affairs. From there he took more classes on gathering information and alien studies until being transferred to the intelligence division. From there he cross trained in Operations and held positions within Starfleet Operations both at HQ and aboard many vessels.
Personality Profile:
Depends on his mood, the time of day, amount of coffee in his system and which side of the interrogation table you're sitting on.
He's a tough as nails criminal investigator, but what's more is he is a security officer first and foremost, which can cause stress in the Operations Department. He can be easy to get along with, as long as you have the patience to wait for him to show you his good side, but no one is even sure if he actually has a good side.
He has been married four times and divorced three times (his first wife having bee killed). He was offered a position on the Orion, which he took as a way to "Get away for awhile." as he puts it.

He awoke late in the evening and looked around. It took him several seconds to realize he was not at home with his family but instead was on some defunct freighter transporting stolen goods to a Maquis contact. It was this contact he was there to locate. As the began to shake he knew they were entering the atmosphere of a planet, which one was hard to tell without a view port. Suddenly three men burst through his door and grabbed him, he fought back, breaking one man's nose and another one's arm before being hit with the stun setting of a federation issued hand phaser. The men dumped him on the planet before taking off again, starfleet personnel retrieved him an hour later, he was groggy and sore but still alive.
"How did they know who I was?" He asked the director of the investigation.
"Well Mr. Woods, it seems as though we have a leak in Starfleet. An expensive one, you had better come with us."
The directer, Admiral Decker, was correct in both that he should go with them as well as the leak being expensive, more so for some rather than others and Jethro would soon see he was the one that had paid the greatest price of all in this mission...
Reaching the local starfleet base of operations Jethro showered and shaved and was preparing to head home when the admiral called him to the office.
"Have a seat Gunny." The Admiral said, he had been addressing woods as gunny since their days together in Starfleet Security ground patrols. Jethro took a seat as directed, a puzzled look on his face.
"Everything all right Admiral?" He asked
"No son, everything is not all right..." the admiral handed him a PaDD with crime scene photos on it, Jethro's face went pale when he recognized the address as being his, he then saw his wife and daughter...
"...I'm sorry to be the one to show you this Jethro, but you needed to know. The Maquis you were investigating has a source somewhere in Starfleet Intelligence and we can't track it down, they leaked your information to them and this was a message meant to get you off the case. I'm reassigning you to Starfleet Intelligence central office, after a leave of absence for an undefined period of time."
"They killed my family to get me off the case, and your just going to give them what they want?!" He demanded of the admiral as he jumped from his seat.
"No Jethro, I am giving you some time off to deal with your loss before we even think about what our next steps are."
"Very well admiral, if that will be all..."
He didn't wait for an answer, he grabbed his gear and took off. He arranged transport to his father's home town of Stillwater PA, but he never made it there. He told others he was off to see his wife's family and attend the funerals, he never made it there either. For several weeks he was no where, no one could locate him and no one knew when they would see him again. During that time, a Maquis informant went missing as well, and several members of the Maquis turned up dead of mysterious means. A Starfleet officer, working in the internal affairs department also turned up missing, later found that he had been shot with an ancient projectile rifle, no one saw anything. The leader of the Maquis group that had ordered the death of the Woods family was also eliminated, during a family picnic, witnesses say it was a long range shot but no one ever saw the shooter. Three weeks after the last Maquis member involved with his family's death turned up dead, Jethro was located at a bar in San Fransisco, when asked where he had been he said he had been drinking to "numb the pain" and left it at that. A young Lt. investigated all the deaths and Jethro was her main suspect, but nothing was ever formally filed and he was returned to duty. He had a meeting with Admiral Decker again before posting to the home office...
"Well Jethro, I don't know where you've been..." the admiral said, pouring two drinks from his office bar
"...and frankly I don't care. The bad guys are dead, you seem to be back..." He handed Jethro one of the glasses
"...and now you're off to Starfleet Operations where you will be in charge of an office that looks into reports from star bases. Good luck to you son and may fortune find you in it's favor once more."
The admiral drank his drink as did Jethro then the meeting was adjourned and Jethro made his way to his transport to start his new office job...
